The driving-licence system in Panama

Who regulates driving licences in Panama?

The Autoridad del Tránsito y Transporte Terrestre (ATTT) regulates driver licensing and road-traffic requirements.

Who processes and issues the licence document?

Sertracen operates the authorised licensing centres that process applications, validations, renewals and licence cards.

Is a Panamanian licence valid throughout the country?

Yes. A valid licence is recognised throughout Panama, subject to its categories, restrictions and current legal status.

Which regulation contains the principal licence rules?

The principal framework is the Road Traffic Regulation adopted by Executive Decree No. 640 of 2006, as amended.

Are services identical at every branch?

No. Available categories, simulators, practical tracks and appointment schedules differ between branches.

Minimum ages and the provisional permit

What is the ordinary minimum age for a full driving licence?

The ordinary minimum age is 18 years.

Can a person aged 16 or 17 drive legally?

Yes. A minor aged 16 or 17 can apply for the official provisional driving permit.

Which categories can be included on the provisional permit?

The current Sertracen procedure applies to categories A, B and C.

Does the minor need parental or guardian involvement?

Yes. A parent or legal guardian must submit the required request, accept civil responsibility and remain present during the administrative process.

Is financial security required for the minor?

Yes. A bank guarantee or insurance bond covering third-party damage for B/.25,000 is required.

How long must the bond remain valid?

Until the minor turns 18 or until the earlier expiry established by the bank or insurer.

What determines the provisional permit’s expiry?

It expires when the bond, immigration card or authorised period expires, or when the holder turns 18, whichever occurs first.

Does the minor need a driving-school certificate?

Yes. A valid theoretical and practical training certificate from an ATTT-authorised provider is required.

Must the minor pass official validations?

Yes. Visual, hearing, theory and practical validations are required.

Is a medical certificate required?

Yes. A certificate of good physical and mental health is required and is normally valid for six months.

Is a drug-test result required?

Yes. A negative test for marijuana and cocaine from an authorised laboratory is required and is normally valid for six months.

Does the provisional permit automatically become an adult licence at 18?

No. The holder must complete the adult licensing procedure applicable at that time.

Identity, residence and health documents

What identity document does a Panamanian adult normally present?

A current original personal identity card in good condition.

What does a foreign resident normally present?

A current immigration card and the original passport corresponding to the nationality recorded on that card.

Can a permanent resident use a Panamanian E identity card?

Yes, where the current procedure recognises that document.

Must names and document numbers match?

Yes. Differences can require original supporting documents before the application continues.

Must foreign-language documents be translated?

Yes. They must be translated and stamped by an interpreter authorised in Panama when required.

Is blood type information required for a first licence?

Yes. A laboratory result showing blood type and Rh factor is part of the first-issue procedure.

Are vision and hearing checks required?

Yes. Applicants complete the visual and auditory validations required by the ATTT.

What applies to an applicant with hearing loss?

A current otolaryngologist’s diagnosis and audiometry test can replace the ordinary hearing validation under the stated procedure.

Does disability automatically prevent licensing?

No. The applicant must meet the applicable safety requirements and may use an appropriate vehicle or supporting medical evidence.

Can the authority request additional medical evidence?

Yes. Additional physical or mental-health certification can be required for particular categories, ages or conditions.

Driving-school training and first application

Is formal training required for a first licence?

Yes. The applicant must present a theoretical and practical training certificate issued by an ATTT-authorised provider.

How long is the training certificate valid?

The current Sertracen procedure gives it a validity of 365 days from issue.

Must the certificate match the requested category?

Yes. It must certify competence for the vehicle category being requested.

Can any private instructor issue the certificate?

No. The provider must be authorised by the ATTT.

What happens when the certificate expires before the process finishes?

The applicant may need a new valid certificate before the licence can be issued.

Can an application started at one branch be finished at another?

Sertracen states that a started procedure must be completed at the same branch.

Must every requirement still be valid when the card is printed?

Yes.

Yes. A person with 50 or more points cannot complete the issue or extension procedure under the current requirements.

An appointment can be requested, but every required document must remain valid when the procedure is completed.

Do training fees form part of the Sertracen licence fee?

No. Driving-school, medical and laboratory costs are separate.

Can a foreign resident with limited immigration status request every category?

No. Sertracen limits such applicants to categories A, B and C.

Does passing theory alone authorise driving?

The practical driving validation

Must the test vehicle match the requested category?

Yes. It must be suitable for every category being tested.

Must the vehicle have a current licence plate and stickers?

Yes. The vehicle must have current registration markings and be in good condition.

Does Sertracen normally provide a vehicle?

No. The applicant generally brings a suitable vehicle, except where an identified rental service is available at the Panama City practical-validation centre.

Can a driving-school vehicle be used?

Yes, when the school is authorised and the vehicle matches a valid certificate held by the applicant.

Must the applicant be alone in the vehicle during the test?

Yes. Accompanying persons must remain outside the test area.

Does the inspector guide the applicant during the manoeuvre?

The inspector explains the instructions before the test but does not guide the applicant through the execution.

Must a seat belt be worn?

Yes, whenever the vehicle type requires one.

How many times may the engine stall?

Sertracen states that it must not stall more than two times.

Can the test be failed for ignoring instructions?

Yes.

Can weather cause the practical test to be suspended?

Yes. Unsafe weather, risks to the inspector or force majeure can suspend testing.

Driving-licence categories

What does Type A authorise?

Bicycles under the category structure in Panama’s traffic regulation.

What does Type B authorise?

Motorcycles.

What does Type C authorise?

Cars, pickup-style light vehicles and minivans carrying up to nine persons under the category definition.

What does Type D authorise?

Light trucks up to eight tonnes and private buses carrying up to 16 passengers.

What does Type E1 authorise?

Selective public passenger transport, such as taxis.

What does Type E2 authorise?

Public-transport buses carrying up to 16 passengers.

What does Type E3 authorise?

Public-transport buses carrying more than 16 passengers.

What does Type F authorise?

Single-unit trucks over eight tonnes and buses carrying more than 16 passengers.

What does Type G authorise?

Combination trucks.

What does Type H authorise?

Vehicles transporting dangerous cargo.

What does Type I authorise?

Heavy equipment.

Does one lower category automatically authorise every higher category?

No. The driver must obtain each additional category required for the vehicle and its use.

Public transport, heavy vehicles and experience

Are public-transport E categories available to foreign residents?

No. The current procedure reserves E1, E2 and E3 for Panamanian nationals.

What prior experience is required for E categories?

At least two years with an active Type C or D licence.

What prior experience is required for Types F and I?

At least two years with an active Type C or D licence.

What prior experience is required for Types G and H?

At least two years with an active Type F licence.

Are drug tests required for professional and heavy categories?

Yes. A negative marijuana and cocaine result from an authorised laboratory is required.

Are physical and mental-health certificates required?

Yes, for the professional and heavy extensions specified by Sertracen.

Must professional drivers complete specialised training?

Yes. The certificate must cover the requested professional or heavy category.

Can a public-service vehicle be used in the practical test without route permission?

A public-service vehicle with an assigned route must present the required out-of-route permit.

Does the licence replace the vehicle’s operating permit?

No. Public and commercial vehicles must also comply with permits, insurance, registration and operating rules.

Can high infringement points block a professional extension?

Yes. The current procedure bars completion when the applicant has accumulated 50 or more points.

Validity and renewal

How long is an ordinary Panamanian licence valid?

The standard validity period is four years.

How long is a licence valid from age 70?

It is valid for two years.

What additional medical evidence is required from age 70?

A certificate of good physical and mental health from an internal-medicine or geriatrics specialist, normally no more than six months old.

What additional requirement applies from age 85?

The driver must complete a practical skills validation for the categories held.

How early can renewal be requested?

Up to one year before the current licence expires.

Must the current licence be surrendered?

Yes, when it is available.

What if the physical licence cannot be presented?

Sertracen may require a waiting period of 72 working hours for infringement verification.

Must the driver be clear of ATTT debts?

Yes.

Can 50 or more points block renewal?

Can temporary-resident validity be shorter than four years?

Yes. It ends with the immigration card or after four years, whichever comes first.

Duplicates and licence extensions

What should a driver do after losing the licence?

Request a duplicate through the Sertracen procedure.

Does a duplicate create a new four-year validity period?

No. It replaces the existing document and normally retains the underlying expiry.

Can a damaged or unreadable card be replaced?

Yes.

Can a suspended licence be restored by requesting a duplicate?

No.

What is a licence extension?

It is the procedure for adding another vehicle category to an existing licence.

Must the existing licence be active?

Yes. Required prior categories and experience must be current and active.

Is a new training certificate required for an extension?

Yes. It must cover the category being added.

Can visual, hearing, theory and practical checks be required?

Yes.

Must the extension be completed at the branch where it begins?

Can a driver add a category while owing traffic fines?

No. The driver must first become clear with the ATTT.

Foreign licences and homologation

Can a resident homologate a foreign driving licence?

Yes. A valid physical foreign licence can be recognised through the official homologation procedure.

When may foreign homologation be used?

Only once, when applying for the first Panamanian licence.

Must the foreign licence be valid and legible?

Yes. It must be current, undamaged and meet document-security requirements.

Is official verification required?

Yes. The issuing authority, consulate, embassy or accepted diplomatic representation must certify validity and provide a certified copy.

Must non-Spanish documents be translated?

Yes, by an authorised interpreter in Panama.

Can an International Driving Permit be homologated?

No.

Can a foreign minor’s provisional permit be homologated?

No.

Can public-transport categories be obtained through foreign homologation?

No. Those categories are excluded and are reserved for Panamanian nationals.

Can a temporary foreign resident receive a four-year licence automatically?

No. Validity is limited by immigration status and cannot exceed four years.
