Who issues driver’s licences in the Philippines?
The Land Transportation Office (LTO) administers student-driver’s permits, driver’s licences, examinations, renewals, vehicle codes and driver records.

What is a student-driver’s permit?

What is a professional driver’s licence?

Yes. A valid Philippine driver’s licence is recognised throughout the country, subject to its classification, DL codes, conditions and legal status.
Can one licence contain several vehicle codes?

Is an electronic driver’s licence valid?

Student-driver’s permit eligibility
What is the minimum age for a Filipino student-permit applicant?
The applicant must be at least 16 years old.
What is the minimum age for a foreign applicant?
A foreign applicant must be at least 18 years old.
What stay requirement applies to a foreign applicant?
The applicant must normally have been in the Philippines for at least one month and provide proof of an authorised stay for the period required by the current LTO procedure.

Theoretical Driving Course and medical requirements
How long is the mandatory Theoretical Driving Course?
The TDC lasts 15 hours.
Who may conduct the TDC?
An LTO Driver’s Education Center or an LTO-accredited driving school or authorised provider.
Can the TDC be taken online?
Yes. The LTO introduced an approved online TDC platform, subject to identity, attendance and examination controls.
What does the TDC cover?
Driver responsibilities, traffic rules, signs, road courtesy, safe behaviour, vehicle basics and land-transport laws.
Must the candidate pass the TDC assessments?
Yes. Completion and the required assessment results must be recorded.

Can an unofficial online course replace the TDC?
No.
Must the medical examination use an accredited clinic?
Yes. The clinic must be accredited by the LTO.

Yes. Medical findings can result in licence conditions such as corrective lenses, special equipment, customised vehicles, daylight-only driving or a hearing aid.
Can later medical unfitness affect an existing licence?
Yes. A licence can be restricted, suspended, revoked or refused renewal when the holder is no longer fit to drive safely.
Student-permit validity and supervised practice
How long is a student-driver’s permit valid?
It is valid for one year from its issue date.
Can a student driver practise alone?
No. The student must be accompanied by a licensed driver authorised for the vehicle being used.
Must the accompanying driver sit beside the learner?
For a motor vehicle with passenger seating, the accompanying driver should be positioned to supervise and help control the learning situation.
Can the permit be used for an ordinary unsupervised journey?
No. It is a learning permit, not an independent driver’s licence.
Must the permit be carried during practice?
Yes.
Must the vehicle be registered and roadworthy?
Yes. Registration, insurance and all legally required vehicle documents must be valid.
Can a student practise a vehicle outside the permit or course code?
No. Practice must correspond to the vehicle code being learned.
Is formal practical training required before a non-professional licence?
Yes. The applicant must complete the required Practical Driving Course.
What is the minimum length of the Practical Driving Course?
Practical driving instruction must be at least eight hours.
Who may provide the PDC?
An LTO-accredited driving school, LTO Driver’s Education Center or another provider recognised by current LTO rules.
Can recognised TESDA training satisfy a PDC requirement?
Yes, where the current LTO memorandum recognises the relevant TESDA driving qualification as equivalent.
What happens when the student permit expires?
It can no longer authorise practice, although a qualifying PDC completed during its validity may remain usable under the current application rules.
The first non-professional driver’s licence
What is the minimum age for a Filipino non-professional applicant?
The applicant must be at least 17 years old.
What is the minimum age for a foreign applicant?
The applicant must be at least 18 years old.
How long must the student permit be held?
At least one month, commonly administered as 31 days from issue.
Must the Practical Driving Course be completed?
Yes. The PDC certificate must be valid and electronically recorded.

The implementing rules provide a minimum period of six months for the qualifying non-professional licence.

Can professional entitlement be downgraded?
Yes. A holder may apply to change classification from professional to non-professional under the LTO procedure.
Driver’s licence codes and vehicle categories
What does DL Code A cover?
Motorcycles in vehicle categories L1, L2 and L3.
What does DL Code A1 cover?
Tricycles, motorcycles with sidecars and qualifying three- or four-wheel vehicles in categories L4 to L7.
What does DL Code B cover?
Passenger cars in category M1, with no more than eight passenger seats in addition to the driver and within the applicable weight limit.
What does DL Code B1 cover?
Passenger vans, jeepneys and other category M2 vehicles with more than eight passenger seats and a gross vehicle weight not exceeding 5,000 kg.
What does DL Code B2 cover?
Light commercial category N1 goods vehicles with a gross vehicle weight not exceeding 3,500 kg.
What does DL Code C cover?
Heavy commercial category N2 and N3 goods vehicles above 3,500 kg.
What does DL Code D cover?
Category M3 buses, coaches and other larger passenger vehicles.
What does DL Code BE cover?
A qualifying passenger vehicle with a trailer in the O1 or O2 weight categories, up to the applicable 3,500 kg trailer limit.
What does DL Code CE cover?
Heavy articulated commercial vehicles with O3 or O4 trailers exceeding 3,500 kg.
Does a standard car code authorise a motorcycle?
No.
Does DL Code B authorise every passenger van or jeepney?
No. A vehicle in category M2 requires B1.
Should drivers check the vehicle registration classification?
Yes. The vehicle category, weight, seating and use determine the required DL code.
Licence validity, renewal and CDE
How long is a regular driver’s licence normally valid?
The standard validity period is five years, calculated under the statutory birthdate-based rules.
Who can receive a 10-year renewal?
A qualified driver with no traffic violation during the relevant five-year period can receive a licence valid for 10 years.
What validity applies to a driver with an apprehension or violation record?
The ordinary renewal is generally valid for five years, subject to sanctions and demerit requirements.
What is Comprehensive Driver’s Education?
CDE is the required renewal education covering road safety, traffic rules and driver responsibilities.
Can CDE be completed online?
Yes. It is available through the LTMS e-learning system.
How many questions are in the online CDE validation exam?
There are 25 questions.
What score is required?
At least 20 correct answers, or 80%.
Is there a time limit for the online CDE validation exam?

Can a licence be renewed digitally?

Can an expired licence still be renewed?

Can a person drive while the licence is expired?

Electronic licence, replacement and record changes
Where can the e-driver’s licence be viewed?
Through the LTMS Portal or supported eGovPH digital services.
Is the official e-driver’s licence merely a photograph of the card?
No. It is the electronic credential generated from the LTO driver record.
Can a screenshot replace the official display?
Drivers should present the official LTMS or eGovPH credential so that its details and verification features can be checked.
Can a lost physical card be replaced?
Yes. The holder can apply for a duplicate through an LTO licensing office or supported transaction channel.
Does a duplicate create a new validity period?
No. It normally follows the existing driver record and expiry date.
Can a damaged card be replaced?
Yes.
How are name, birthdate or civil-status details corrected?
Through a revision-of-records transaction with the original civil-registry or legal evidence required by the LTO.
Can clutch type or DL codes be changed?
Yes. The holder follows the change-of-clutch-type, addition or dropping-of-code procedure and any required tests.
Does a duplicate restore suspended or revoked entitlement?
No.
Can the LTO require surrender of an old card?
Yes, during replacement, renewal or record-revision transactions.
Foreign licences and conversion
Can a visitor use a valid foreign driver’s licence?
Yes, for the period allowed by Philippine law after arrival, provided the licence is valid and appropriate for the vehicle.
What is the commonly applied visitor period?
A valid foreign licence can generally be used for up to 90 days after arrival.
Should the licence be in English?
If it is not in English, the driver should carry an official English translation or an acceptable International Driving Permit.
Does an International Driving Permit replace the foreign licence?
No. Both should be carried.
Can a valid foreign licence be converted?
Yes. An eligible resident can apply to convert it to a Philippine non-professional or appropriate licence record.
Must the applicant prove Philippine residence?
Yes. The LTO requires current immigration and address evidence and has strengthened checks against fictitious addresses.
Is a medical certificate required for conversion?
Yes.
Must an expired foreign-licence holder pass examinations?
Yes. An expired foreign licence normally triggers the theoretical and practical examination requirements.
Can every heavy foreign entitlement be converted without extra evidence?

Demerit points, courses and licence action
What is the demerit-point system?
Traffic violations carry points recorded against the driver under the implementing rules of Republic Act No. 10930.
What happens for every 10 accumulated demerit points?
The driver must complete the required Driver’s Reorientation Course intervention.
What applies at renewal with 10 or more but fewer than 40 points?
The driver must complete the reorientation course and its examination and pass the required automated theoretical examination.
What happens at 40 demerit points?
The driver’s licence is subject to immediate revocation under the implementing rules.
Can demerit points block a change from non-professional to professional?

Can a licence be confiscated for a roadside violation under every current process?
Enforcement procedures have changed, including the 2026 no-confiscation and settlement guidelines, so the officer follows the current applicable rule.
Can serious or repeated offences cause suspension independently of points?
Yes.
Does an electronic licence protect a driver from lawful sanctions?
No. It displays the same underlying legal entitlement and enforcement record.
