1. Minimum speed

A minimum speed is the lowest speed that vehicles are required to maintain on a particular road or under specified conditions. Minimum-speed rules are intended to prevent vehicles travelling unnecessarily slowly from disrupting traffic or creating large speed differences between road users.

A minimum speed does not require drivers to maintain that speed when traffic, weather, visibility, road conditions or safety require them to slow down. The way minimum speeds are indicated and enforced varies between countries.

What is Indonesia’s national freeway minimum-speed rule?

The national framework provides a 60 km/h minimum on a jalan bebas hambatan, a freeway, under free-flow conditions. The condition is part of the rule; this is not a requirement to maintain 60 km/h in congestion.

What does free-flow mean for Indonesia’s freeway minimum?

The rule expressly refers to conditions where traffic is flowing freely. A queue or obstruction changes the situation. Slow or stop as required and keep a safe gap; do not use the numerical minimum to justify accelerating towards slower vehicles.

Is Indonesia’s freeway minimum also the minimum for city streets?

No. The 60 km/h provision is specific to freeways in free-flow conditions. The national framework separately distinguishes interurban, urban and residential roads. Their maximum-speed figures must not be read as freeway-style minima.
