3. Built-up area
A built-up area is an area containing concentrated buildings, streets and regular local activity. Drivers should expect more pedestrians, cyclists, intersections, parked vehicles, public transport and vehicles entering or leaving properties.
Many countries apply special traffic rules and lower default speed limits within built-up areas. The area may be identified by entrance and exit signs, street lighting or other legal criteria, so drivers must follow local signs and regulations.

How do people refer to a built-up area in Romania?
Romanian traffic law uses localitate for a hamlet, village, commune, town or municipality whose entrances and exits are signed as required.

How can you recognise a built-up area in Romania?
The official locality entrance and end signs mark the boundary. Observe them even on a main road passing through a settlement; being on a major route does not automatically remove urban rules.

What speed limit applies to cars in a built-up area in Romania?
The ordinary maximum is 50 km/h. On specified sections, an authorised higher signed limit up to 80 km/h may apply to category A and B vehicles. Obey lower restrictions where indicated.

Can I keep a Romanian rural-road speed when passing through a locality?
Not simply because the road continues through the town. The built-up-area default applies unless an authorised sign establishes another limit. Reduce speed by the entrance boundary.
