14. Traffic lights
Traffic lights use coloured lights, arrows or symbols to regulate when road users may proceed, must prepare to stop or must remain stopped. Separate signals may apply to particular directions, lanes, pedestrians, cyclists or public-transport vehicles.
A green light permits movement only when the route is clear and the movement is otherwise legal. Road users must still follow priority rules, turning restrictions, lane markings and instructions from authorised traffic controllers.

What must a driver do at red, amber and green signals in Ukraine?
Red, including flashing red, prohibits movement. Red-and-amber also means stop. Amber prohibits movement, except that drivers unable to stop at the prescribed place without emergency braking may proceed if road safety is ensured. Green permits movement subject to other junction rules.

May you turn at a red traffic light in Ukraine?
A supplementary illuminated green arrow may permit its direction with red or amber, subject to giving way. A green-arrow plate beside the red light permits its indicated direction on red from the extreme right lane, or extreme left lane on a one-way road, while giving way to road users proceeding from other directions.

Can a green light remove the need to give way to pedestrians in Ukraine?
No. Give way to pedestrians finishing their crossing when your signal permits movement. When turning left or right, give way to pedestrians crossing the carriageway you enter. Do not enter a blocked junction.
