134. Driving
Driving is the act of controlling and operating a vehicle or other recognised means of transport in traffic. It involves steering, accelerating, braking, observing the road and interacting safely with other road users.
Safe driving requires the driver to remain in control, follow traffic rules and signals, observe surrounding traffic and adapt to road, weather and visibility conditions.

What must a driver be capable of doing in Belgium?
Every driver must be capable of driving and possess the necessary physical fitness, knowledge and driving skill. The driver must remain able to perform all necessary manoeuvres and keep the vehicle under control.
Must every moving vehicle have a driver in Belgium?
Yes. Every moving vehicle or vehicle combination must have a driver. Similar rules also apply to people controlling certain animals and livestock.
Can you use a handheld phone while driving in Belgium?
No. Unless the vehicle is stationary or parked, a driver may not use, hold or manipulate a mobile electronic device with a screen unless it is secured in a holder intended for that purpose.
